Stephen Van Dine, City Manager.
Stephen Van Dine was appointed City Manager, City of Yellowknife in July 2024 as part of a thirty-year career involving public service at the local, territorial and federal levels of government in fields ranging from community planning, health and social services, sustainable development, reconciliation and international relations. The North and Arctic have remained a constant theme throughout Stephen’s personal and professional life from an early age.
Stephen first moved to Yellowknife from Lunenburg, Nova Scotia as a teenager and graduated from Sir John Franklin Territorial Highschool in the late 1980’s.
He began his career with the City of Yellowknife in 1991 as an urban planner after obtaining a degree from Toronto Metropolitan University. Stephen completed his master’s degree in public administration in 1993 from Queen’s University before being appointed Branch Manager for Health and Social Services in Inuvik in 1993.
In 1997, Stephen joined the federal public service through the NWT Regional Office of the Indigenous and Northern Affairs Canada. Stephen moved to Ottawa in the fall of 2001 and was appointed to the executive cadre in 2002. He went on to occupy progressively senior executive-level positions – specializing in Arctic governance and sustainable development including the Assistant Deputy Minister at Crown Indigenous and Northern Affairs Canada in 2015 and completed his federal public service 2022 serving as Vice President of Strategic Policy and Investments at Parks Canada and later, Senior Vice President Public Governance at the Institute on Governance. Stephen had the privilege of leading both small and large teams implementing land claim agreements, delivering legislative changes, food security programming, health benefit administration, transfer of powers between levels of government, negotiating international joint statements and the construction of major capital projects in the High Arctic. Stephen started his consultancy practice, Arctic Unlimited, in 2022.
