November 2021
A Statutory Public Hearing took place on November 27, 2021. There were 29 written and 13 oral submissions received. Council directed Administration to prepare a summation of points raised during the Statutory Public Hearing and referred the by-law back to Administration with direction to propose amendments to the by-law to give effect to concerns and support raised during the Public Hearing. September 2021
The City of Yellowknife is nearing completion of a multi-year, comprehensive overhaul of the City’s current Zoning By-law. The new Zoning By-law will set out the rules for the location and size of buildings constructed on private property and the activities that will take place on those properties. It implements the City’s vision, principles and priorities for the community moving forward and will enable people, places and businesses to thrive and prosper.

When the City approved the 2020 Community Plan, it created a clear direction for development in Yellowknife and a need to update the Zoning By-law, as required by Northwest Territories legislation.
The new Zoning By-law recognizes that the long-term path of our community must reflect our economic, social, cultural and environmental needs and aspirations. It implements the Community Plan policies of sustainability, starting with the view that a community can only be truly sustainable if it is a good place to live for all residents, regardless of socioeconomic status or stage of life.
The City engaged with the public on the new Zoning By-law in 2020 and received feedback from residents, businesses, community organizations and Indigenous governments. Many recommendations are incorporated in the new By-law. The 2020 Yellowknife Community Plan; land use planning best practices; lived experiences within the City and lessons learned also helped shape the By-law.

Zoning By-law project update was presented to the Governance & Priorities Committee on Tuesday, September 7, 2021. The City of Yellowknife (the City) invited the public to participate in online open houses for the new Zoning By-law draft on September 22 and 23, 2021. The open houses provided an opportunity for the public to hear about the new Zoning By-law directly from the City and for the public to further their understanding of the changes. Here is the Zoning By-law open house presentation for both days. Each open house explored three key themes of the Zoning By-law. A summary of “What Was Heard” during the September 2020 Zoning By-law engagement process was presented to the Governance and Priorities Committee on January 18, 2021, and can be found here. |
November 2020 |
Public consultation and engagement on the Zoning By-law review took place in November and December 2020. Information was shared with the public and residents’ completed an online survey via PlaceSpeak and submitted feedback to the City on the existing Zoning By-law. |

The 2020 Community Plan By-law No. 5007 was adopted by Council in July 2020. The Zoning By-law needed a comprehensive review in order to meaningfully implement the 2020 Community Plan and better address the needs of Yellowknife residents. |
